BUILDING CAPACITY at all levels of the system supports a focus on continuous improvement in all areas of school practice. Providing opportunities for educators to continuously improve their practice and empowering them to make decisions that impact student learning leads to greater collaboration with colleagues and internal accountability for the success of all students. Ultimately, an investment in building the capacity of educators—what Hargreaves and Fullan refer to as “professional capital”—will result in improved learning experiences for both educators and students.
